The U.S. Department of Agriculture (USDA) runs housing programs that offer loans, grants and rent relief to low-income individuals. Their economic development programs are open to arts organization or businesses. These programs are only available in rural areas. The definition of “rural” differs from one pro- gram to another. Many programs operate year-round, but increase resources, expand eligibility, or give priority to applicants in disaster areas.

The U.S. Department of Agriculture (USDA) operates two supplemental nutrition programs – Disaster Supplemental Nutrition Assistance Program (known as D-SNAP) and Summer Food Assistance Program, providing food benefits to low-income individuals and families. In a disaster, these programs may expand resources and eligibility in the affected area.
